setup-node v7 ya no exporta un NODE_AUTH_TOKEN ficticio (actions/setup-node#1558). Con registry-url + cache: yarn, yarn 1 falla con Failed to replace env in config: ${NODE_AUTH_TOKEN} y el job Publish to npm no llega a publicar. La publicación usa OIDC (id-token: write), así que registry-url no hace falta.
