Highlights

  • Automatic first-run interval backfill. A brand-new account (no IntervalUsage rows) now backfills ~400 days of hourly interval history on its own — no INTERVAL_BACKFILL_FROM env needed. Once it has rows, scrapes use the normal tail window; the env still overrides when set.
  • PDF-pending scrape cadence. NG publishes a bill's statement row before the downloadable PDF, so the scheduler now tightens its back-off to ~6h while any recent bill is still missing its PDF, fetching it promptly instead of idling the week-long bill-prediction back-off.

Pure window-decision logic (gqlBackfillWindowDays) is unit-tested; collect.ts stays DB-free via an injected probe. No schema change.

PR #129. Relates to #76 / #121; addresses the verify missing PDF flag (#124).
