We are hitting issues with the end-to-end testing

• The maximum number of VPCs has been reached.
• The maximum number of internet gateways has been reached.

there is a soft limit of 5 VPCs per region but you don't really need to create new VPCs for everything you do. If you need to segment different aspects of you AWS infrastructure for security reasons you can rely on subnet ACLs and security groups to accomplish this.
