Ability to attach long notes (a .md ) file to the design

A design may includes multiple parts with assembly and additional parts list. Having the ability to attach a file/note to the design is essential in keeping the instructions together with the design. This is especially helpful when using server storage because there's no way to store a separate note file together with the design file. The current note feature is insufficient because: 1. its window is too narrow to display meaningful note. 2. No formatting allowed (like simple .md format). The ability to keep a .md or .pdf (specs) file with the design would be very helpful.

@jbuggie thank you for the proposal, it is clear and it covers a real need: instructions and a parts list that stay with the design, also on the server folder. I read it, and the foundations match the code (extraFiles, the archive checks, the limits). I would be glad if you build it yourself as a pull request. My suggestion is to start smaller than the plan: only .md and .txt files to begin with, without images, PDF and the MCP tools, and leave the format open for more types later. That keeps the first pull request easy to read and test. The format change is the part I want to decide with you first, so please open the pull request early or describe the version rule here: should a design with attachments be written as a newer format version that an old program refuses, or stay readable and let an old program drop the files? Where the file list lives in the editor is up to you, a small panel is enough.

@jbuggie it's in 1.108.0: Attachments (the paperclip under Manage) keeps .md and .txt files with a design, in its .lyl file, the backup and the server folder.
