Badger won't upgrade

Running Pangolin 1.19 (Requires Badger 1.4.1)

Middleware Manager version 4.5.0 installed.

Pangolin reports it's using Badger 1.3.1, Middleware Manager reports Badger version 1.4.1 is installed, but not being used.

traefik_config.yml has the correct entry:

experimental:
  plugins:
    badger:
      moduleName: github.com/fosrl/badger
      version: v1.4.1

Any help or ideas on how to correct this that do not involve simply removing Middleware Manager and going back to a vanilla Pangolin install?
