About Project Charter
Project Charter is used to define the main objective and scope of the proposed project. Along with brief description of the intended final product and its need, it also discusses potential risk associated with the project which later can be addressed in Risk Handling Documentation.
Following are the elements that must be included in a project charter:

Time: Project start and end date

Team Members and their roles

Stakeholders

Business Case: Not just financial benefits. It discusses why this project is important, project benefits and what could be the results of not carrying out the project

Risks and Limitations

Project Scope: Scope of a project depends upon available resources, time assigned, team member with assigned responsibilities and the goals/priorities set at the beginning of a project.
In Scope: Tasks that must be accomplished as a part of a project.
Out of Scope: Tasks that can be considered as added extra features in the project.
