ATR related questions

  1. If an animal requires more FWR intervals than others do they have to make more FWR stops only for that particular animal?

All animals are technically FWR at the shortest interval, no individual FWR forms exist.

  1. If a transporter encounters a ventilation problem or other vehicle issues are they allowed to change their vehicle?(may be ask for another vehicle from their managing company)

Yes, another transporter conveyance is applicable and must exchange forms. Allows for comments for why a change-up occurred.

  1. If an animal is being transported for veterinary care does it require contingency event record to be filled?

Yes, they need one - and since the animal is to arrive at a medical center the contingency plan is to notify the medical center of the animal's condition should change.

  1. If a transportation is carried out by more than one transporter, do we to have to record accompanying transporter's(supporter's) info as well?

Yes, only if there's two drivers. Passengers are ignored.


TOC related questions

  1. If animals less than expected arrive successfully, does the receiver pay for less than expected? Is a lesser shipment refutable?

Yes they'll accept it. In theory they could refuse if animals were sick, CFIA doesn't regulate what occurs in the situation.

  1. If a receiver refuses to accept animals (unrelated to their condition on arrival), what choices does the transporter have to do with the animals? It doesn’t make sense (to me) to use the contingency plan on healthy animals, but maybe the transporter cannot return the animals to their point of origin…

If animals were refused, the transporters should record their situation. It is possible for the source to order euthanization, but the transporter must record events to protect themselves.

  1. If animals cannot be returned to their point of origin, or delivered to their destination, would a third location be something like a public feed lot to house the animals while waiting?

Yes.

  1. What about occurrences after transfer of care? For example, if an animal was determined later to have carried an infectious disease. Obviously the transfer of care document is used to trace back to the animal's point of origin.

FWR related questions

  1. If a vehicle is equipped with tools/resources readily available for animals, does the transporter still need to document FWR?

Doesn't matter if the vehicle is equipped, make note of the situation. "Fully equipped vehicle". It's a point of contention - FWR should technically occur on solid ground. Animals are distressed onboard the transport.


Contingency plan related questions

  1. If an animal is found deceased (sudden death or death during transport to receive medical care for a known injury (assuming the transporter has responsibly been assessing the animal during transport)) what happens to the body?

Yes, it typically stays on the truck. The receiver will take ownership of the body.

  1. Some steps I brainstormed above are tentative, like what should occur when an animal successfully escapes from transport or a vehicle becomes stuck? Some vehicles aren’t equipped to FWR the animal(s) being transported for long periods of time.

In an escape, the transporter should document why the animal could have escaped, and fix any structural damage the animal may have caused or caused the animal opportunity to escape.


Inspection related questions

  1. During inspection what are possible steps taken by inspector(do they only check forms through driver's phone or require a copy)?

Inspectors need to be able to retrieve a copy, a photograph or an emailed PDF to the inspector would suffice. They're interested in the transporter's identifiable information- perhaps the admin application has the capability to query for the record in question.

  1. During on location inspection if an inspector wants to inspect transporters history or event history randomly (how will they approach the situation)?

We do not need to provide past location history of the transporter on the application, but the inspectors with a search warrant should be able to retrieve the information somehow (again, not through the transporter's application).


Miscellaneous

  1. Are there any legitimate alternatives to login feature?

Not really, keeping the user logged in would help.


Other ideas that came up during meeting

We could possibly have audio recordings in place of making transporter's type long documents for contingency plan, transfer of care, etc. Discussed with client, and an audio recording is just as good as text if it has a time-stamp associated with it. In fact, it even counts as legal receipt if we provide audio in a format that cannot be tampered with (unless that person is really dedicated, but the average person wouldn't bother).

An audio recording could encourage the person to describe more information more articulately than if they were forced to type the information, particularly on a mobile device if they don't enjoy typing. This is a good feature to look into once (if) we can get to expanding the capabilities of the application.
