A compaction pass on a parted container is no longer bounded by memory: with
hyperfile 0.10.4, relocate writes a pass out as partial segments past the
dirty-data limits and never publishes, so a pass of any size is one checkpoint,
still marked FLAG_COMPACTED with content_cno unmoved. max_pass_bytes therefore
defaults to unlimited; it is still capped where no partial can be written.
CompactOptions::runtime lets the caller give the rewriting handle's runtime
configuration, so a compaction writes objects shaped like the container's writer
does. Only the conflict policy is overridden, to FailFast.
A pass that fails no longer publishes what it had marked.
Requires hyperfile 0.10.4.
