Use  WeakMap.Implementation.DEFAULT.get() to get the weak cache

We should make use of ` WeakMap.Implementation.DEFAULT.get()` to get the weak cache from the OTEL. There are multiple implementations we should investigate which one is used and if it can be changed before using it.
