This PR prepares the Ibexa DXP Commerce edition package for 3.3 release.

Used here "closed": TTL + BUL license & copyright files from satis-server repo (the same as ibexa/content#1)

Changes:

  • Added LICENSE, LICENSE-bul, and COPYRIGHT files.
  • Added simplified README.
  • Forced installation of Ibexa packages from stable dev branches despite prefer-stable in the website skeleton
  • Added & adjusted Pull Request template
