Temp hunterised v10

v10 merged with 9f-idscan1 version (basically taking only cmake extras). Min cmake now at 3.10.

Changes from v9f-idscan0 (official v9f and hunterisation changes) plus set min cmake version to 3.5 so as not to throw error with cmake 4.0.

Official 9f version from https://www.ijg.org/files/jpegsrc.v9f.tar.gz dumped into branch clean and then merged with the hunter changes
