[Feature] Admin-managed announcement banners in the web and mobile apps

The feature

I would like server administrators to be able to publish a short announcement that users can see inside both the web interface and the official mobile apps, including after login while browsing their library.

A customizable banner would allow administrators to inform users about maintenance, temporary service limitations, or other important notices directly in the web and mobile apps.

Requested behavior

• An administrator can create, edit and remove a server-wide announcement from the administration settings.
• The announcement is visible in both the web interface and the official Android/iOS apps, rather than only on the login screen.
• Connected clients pick up changes and remove the banner when the administrator clears it, without requiring users to log out and back in.

Optional improvements could include information/warning severity, an expiration time and API support, so external monitoring could activate or clear an announcement automatically.

Current workaround

I currently display a banner through my reverse proxy. This works in the web interface, including a phone browser, but cannot display the message inside the official mobile app.
