Bottom Navigation, in React and Vue: a bottom bar whose highlight glides to the selected item.

• scrollBehavior sets what it does while the page scrolls down: "minimize" folds it to the selected item, like iOS' tab bar, "hide" slides it out, "none" (the default) leaves it. It comes back on the way up, at the top, on focus or on a tap.
• An optional label opens on the selected item, the highlight widening with it.
• An optional accessory (an action button, a player) stays beside the bar, folded or not.

Fixes

• Vue animated icons inside a button or a link no longer take the focus when clicked (which showed an outline around the icon) and are no longer stops in the Tab order.
• Vue animated icons used on their own now play with animate-on-view, and a looping one waits off screen between laps, like in React.
