Capkgs dereference updates with shortRev addn

• Default to recursively dereferenced object sha1 hash for releases
• Still require explicit dereference pattern for refs, but remove the ^{} pattern from the package name suffix
• Add a shortRev to the package name to disambiguate when a name collision would otherwise occur (ex: annotated tag hash vs. dereferenced commit hash on a release)
• Fix the just rclone recipe for non-CI devshells
• Fix the CI push for PR branches
• Cleanup ref patterns to drop those no longer needed and add dereferencing where applicable
