• Updates packages for sanchonet respin, adds a node performance dashboard template and fixes misc issues

• Bumps capkgs for node 8.8.0-pre
• Bumps iohk-nix-ng for sancho respin and updates node db tool pkgs
• Bumps cardano-db-sync -> 13.2.0.1 via capkgs, fixes process-compose dbsync applications
• Bumps cardano-db-sync-ng to sancho-4-0-0
• Adds a cardano-performance dashboard template migrated and updated from legacy cluster
• Adds a forward proxy security group to openTofu cluster template
• Adds a default rate limit for tls termination in the webserver profile
• Fixes the inclusion of non-mithril envs from mithril module config
• Fixes a template stop-node recipe when the pidfile exists but the process does not
• Fixes process-compose node failures due to genesis file mismatches
