It makes no sense to go to the end of the file to see the latest release Also this commit removes the dates of releases in the chagelog, since this information is available in the place in which it was released.
There are no individual maintainers listed on IOHK packages, so this is against the policy.

There is currently an unsanctioned release to hackage of
cuddle-0.5.0.0, which we need to deprecate and make an officialcuddle-1.0.0.0release, which this PR has prepared
