We prepare the repository for migrating the fs-api and fs-sim packages from the ouroboros-network repository. Amongst others, we :

Add the necessary documents as described by the Cardano Engineering Handbook.
Add a configuration file for stylish-haskell.
Add an empty hie.yaml.
Add a cabal.project file with the custom Cardano Haskell Packages repository enabled.
