It seems that there's a typo in "releasenote" file, as it mentions
update of 06-55-04 microcode from revision 0x200005e to 0x64,
and it is not the case:

% iucode_tool -L intel-ucode/06-55-04
microcode bundle 1: intel-ucode/06-55-04
  001/001: sig 0x00050654, pf_mask 0xb7, 2019-07-31, rev 0x2000064, size 33792
  • releasenote (updated platforms) <SKX-SP, SKX-D>: Change new version
    from 00000064 to 02000064
