Currently tests in build only mode (#15728) can only be marked as unsupported by using
REQUIRES: run-mode. These tests fail building either because the tests are not meant to be built forspir64, or the environment they are being built in is not supported (i.e., meant for windows, or needs vulkan dependencies).Future PRs will add functionality to #15728 to properly take into account certain features that are relevant for the build stage so that we can remove these exceptions gradually.
