Make sure we create a NativeCPUABIInfo rather than a DefaultABIInfo. At the moment NativeCPUABIInfo behaves identically to DefaultABIInfo but upcoming changes are intended to deviate from the default ABI. This change is split out into a separate commit for easier review.
