Handling of login expiration on the Web UI

When the login expires on the Git Web UI, if the user performs an operation, the UI displays a large error message. We should instead reload the page so that they can log back in.

Note, there's also an upstream issue here fixed in intersystems-community/vscode-objectscript#756 where you're not able to log back in due to some combination of CSRF token / cookie scope.

@isc-svelury in terms of reproducing these errors, I'd recommend just killing ^%cspSession (on your local env only - this will end all CSP sessions and is not safe to run on production environments!)
