feat(ui): make debug logger middleware configurable

Summary

While troubleshooting an issue with this middleware, I found the inclusion of the nextState and diff to be very noisy. It's now a function that accepts some options to configure the output, and returns the middleware.

The middleware is not added to the app unless you change store.ts, so this PR changes nothing in and of itself.

If you wanted to test, add the middleware to the store and try the options. For example, to omit the diff:
