What is the current behavior?

Issue Number: #19285
There's a quirk on Safari with CSS Animations where a duration of 0 causes the animation not to run (it works fine with CSS Animations on Chrome)

What is the new behavior?

  • When running in CSS Animations mode, all durations of 0 are set to 1ms. It's enough that the animation will run and still look like it's happening instantly.

Does this introduce a breaking change?

  • Yes
  • No
