• Breaking: arrow and parquet are 60 (were 58). Parquet 59 and later no
  longer depend on thrift, which clears GHSA-2f9f-gq7v-9h6m (thrift 0.17).
  Arrow and parquet types appear in the public API, so a caller must use the
  same major version: segment::encode_batch takes an arrow Schema and
  RecordBatch, segment::writer_props returns a parquet
  WriterProperties, CompactSpec::writer_props and
  CopySpec::writer_props hold one, MergeInput carries parquet
  KeyValues and arrow Fields, MetadataMerge::finish returns
  KeyValues, and ColumnFilter's methods take an arrow Field.
• Breaking: the minimum supported Rust version is 1.88 (was 1.85), the
  floor arrow and parquet 60 set. Parquet 59 would clear the advisory at
  1.85; 60 matches the metriken crates, which take arrow and parquet types
  across this API and move to 60 with it.
