Package search finds staged-input packages

Searching for a JARVIS package (for example by keyword) now also looks at
what that package's own settings say it accepts, not just its short
description. Before this release, a package whose only mention of "staged
file" or "script" lived in its settings, rather than in its top-line
description, could be invisible to search even for an exact matching
query. Fixes #353.
