I updated the pigpio submodule in ipa320/cob_hand@fd3e898 due to buildfarm failures...related to fprintf compiler errors which were fixed upstream in pigpio

not sure whether this breaks the client...
@benmaidel, what do you think? are you depending on the specific version for the direct communication introduced in ipa320/cob_hand@11ff9fa ff
