Expose RetryOn values for RouteRules

Feature Request:

Expose RetryOn values for Envoy v1 and v2 route discovery.

I don't understand why, out of only 3 values, 2 were exposed in route rules. This seems like it could have been an easy thing to include while building the other values.

Thanks for actually looking at the code :)
FYI the implementation is still not fully glued on top of pilot.
cc @rshriram @louiscryan seems like a reasonable extension to istio APIs.

This is valid, at this point I would suggest just making the change in the v1alpha3 API
