vite-plugin-dts declares @microsoft/api-extractor as an optional peer, and
npm does not install optional peers. With bundleTypes enabled, the build
needs it -- but it was only ever present because a sibling package in the
same workspace declared it and npm hoisted it to the root. A standalone
clone installs this package's own dependencies and nothing else, so the
build failed there with 'Failed to load @microsoft/api-extractor' while
passing locally every time.
No source or output change: this makes an existing build-time requirement
declared rather than inherited.
