Add a scope picker for scoped projects #3

For scoped projects, there should be an intuitive way to input/modify scopes in the title.
Describe the solution you'd like
Drop-down picker like the type:/:gitmoji: pickers. Should appear when scopes are defined in the project config (or possibly pre-populated with common values?)
