Security fixes

• Fixes from a security review of the scanner. Nothing to do: nothing changes in normal use.
• The scanner only ever connects to the live site or dev. A settings file naming any other server is ignored, the same way the tray's Server choice already was.
• Switching the Server menu to dev now asks first (the default is No) and says what dev uploads. On dev, diagnostic screenshots are taken only while the game is in front, so they can never catch another window.
• Release builds restore locked package versions, and the build step runs with read-only access.

Tighter update checks

• The scanner now checks when an update list was signed and ignores a stale one, so no one on your network can quietly hold you back on an older version. Nothing to do: updates stay opt-in and work as before.
• The scanner only ever talks to exiledwealth.com or dev.exiledwealth.com. An appsettings.json naming any other server is ignored, the same way the tray's Server choice already was.
• Switching the Server menu to dev now asks first (the default is No) and says what dev uploads.
• On dev, diagnostic screenshots are taken only while the game is in front, so they can never catch another window. From the tray menu, the scanner waits up to 10 seconds for you to bring the game forward.

Fewer, fuller uploads, and a launch fix

• Fixes a bug where 0.4.7 through 0.4.10 would not start. If you installed one of those and the scanner won't open, download the installer again from the Scanner page; your link and settings are kept.
• Reads are sent in batches. After a new read, the scanner waits for your stash to go quiet (30 seconds without another read) and sends everything in one request, so sorting loot across several tabs is one upload instead of one per tab.
• A long sorting session still reports at least every two minutes.
• Read now (Ctrl+Shift+F12 or the tray menu) sends at once, as before.

• Flipping through your tabs is now one upload, not one per tab: the scanner waits a few seconds for you to finish, then sends everything at once.
• Uploads are a fifth of the size: just the slot and the count. The site knows what sits in each slot.
• While the site is unreachable, the scanner keeps only the latest read of each tab, and sends just those once it's back: what each tab holds now, not every change along the way.
• An unchanged tab is no longer re-uploaded every six hours. The site keeps it anyway.
• The tray menu has a Server entry: one install can point at the live site or at dev, each with its own link and its own queue.
