Admin user-list filters

The admin Users list (hosted multi-mode) now supports two filters:

• Plan: all plans / trial / beta / paid (any configured plan key, matched exactly — custom FEEDECHO_PLAN_LIMITS keys work).
• Verified: all / verified / unverified.

Filters are dropdowns above the table with Apply and Clear links, plus a "showing N of M users" hint while active. Every per-row action (suspend, unsuspend, promote, demote, set plan, extend trial, delete) now returns you to the filtered view you were working in, instead of resetting it.

Robustness: unknown or malformed filter values (stale URLs, stray form fields) fall back to showing all users rather than erroring.

Also in this tag:

• docs/reviews/ (internal review/audit documents) is no longer tracked in the repo; they remain local-only going forward.
• README cleanup: removed the outdated legacy env-variable-name upgrade section.

Upgrade notes: no new environment variables or config gates; no schema changes. Self-hosted single-mode installs are unaffected (the admin page is multi-mode only).

Tests: 1802 sqlite + 51 pg green; CI 3/3 on the tag.
