FlexiProvider: Each algorithm entry should provide context help

Each algorithm entry in the Algorithms view should provide short context help information like all entries in the Crypto Explorer view. Keep in mind that the algorithm list is dynamically created based on the algorithm.xml. Algorithm context help should not be contained in the algorithm.xml and must be internationalized. Use the Eclipse context help mechanism if possible.
