Bumps both SDK packages to 0.8.0 and adds the CHANGELOG entry covering
the spec/runner consistency fixes, hub bridge parity suite, and SDK
permission channel landed in 87c3d9b, 466ad61, and 06cbf8c.

CI also picks up the new hub_bridge_conformance suite — both test.yml
and publish.yml listed Node test files explicitly and would have
skipped it without an update.

Wire protocol stays 0.3, doc revision stays 1.0. The release is a
minor bump because of the new ctx.sendPermissionRequest /
readPermissionResponse API; pre-existing handlers are unaffected.
