simplify the `bdoc-idea` command to use 'plan' agent

Before this release the bdoc-idea command was using a custom bdoc_idea agent, which was unnecessary because the command could use the built-in plan agent instead.

updated `/bdoc-merge`

/bdoc-merge should not only perform the merge, but also run verification steps and publish the merge

new: `bdoc-idea` and `bdoc-merge` commands
