The release's gate named both halves the first commit missed. The held manifest
pins the release and its version of its own, so bumping only the offered one
would have given a consumer the new events with the old binary. And the hold
rule allows a window of milliseconds at every moment of the agent's own work:
a worker's clock-out is not one of those, it is a command the worker waits on,
so worker_delivering joins worker_merging among the events a hold may take its
time at, capped by the journal's plugins.clock_out_window_seconds.
