ci: fix ImageBuilder qcow2 step and grow rootfs on first boot

The generic armsr/armv8 profile also builds qcow2/vmdk images, which
need qemu-img; without it make image fails after the rootfs is built.
Install qemu-utils in the immortalwrt job so the whole build succeeds.

Add a uci-defaults hook that runs resize2fs on the system partition at
first boot, matching alpine-startup.sh, so the ext4 rootfs fills the
whole partition.
