Fixes the time picker (smgauto/smgdms#156): clicking the hour or minute added one to it, and typing added digits to the end instead of replacing the value.

  • A click or focus selects the hour or minute, so what you type replaces it.
  • The hour and minute are 2-character fields that open the number keypad on phones and accept digits only. Full-width digits are converted.
  • A non-numeric value no longer reaches the date code. Before, it wrote Invalid Date in time mode and threw an error in the date-and-time picker.
  • The arrow keys step from what was typed: 10 then ArrowUp gives 11.
  • Going from minute 59 to 00 with the arrow keys now updates the saved time.

No API change. atom serves its own dist/, so consumer apps don't need to rebuild.
