Floating panels (dropdowns, select listbox, date/time pickers, tooltips, context menu, mention) that are taller than the space available in the viewport are now capped to that space and scroll, instead of having their bottom (or top, when flipped) cut off and unreachable. Seen on <atom:date-picker time> at short viewports such as 1366x620. Panels that fit are untouched, and a panel's own max-height is never raised. Opt out per panel with size: false. (#75)
