Highlights

The linter has been refactored to use a new rule selection system. Configure
rules with [lint] select, extend-select, and ignore. select replaces
the defaults, extend-select adds rules, and ignore disables rules. The CLI
also accepts --select, --extend-select, and --ignore.

The old [lint.rules] boolean tables still work but emit a deprecation
warning. Use extend-select = ["rule-name"] instead of rule-name = true and
ignore = ["rule-name"] instead of rule-name = false. Boolean tables will be
removed in the next major release on or after April 12, 2027.
