[4.3] Multilingual setcookie fail

Steps to reproduce the issue

upgrade a multlingual site to 4.3 or make a 4.3 site multilingual

in the system language filter plugin set the last option for cookies to "year"

Expected result

site works

Actual result

Error 0 setcookie(): Expects exactly 3 arguments when argument #3 ($expires_or_options) is an array

as a temp fix you can change the value in the plugin from year to session
