qsv-completions-bashly-demo-2

Considering #1690, I thought having at least a basic sample implementation of completions may be useful for users in the future who'd like to improve on them over time or customize them for the commands they use often (and potentially contribute back). I'm using Bashly for this and a README.md is provided for how to use/develop with this.

This completions PR includes qsv v0.125.0's completions for all commands but may include flags and things meant for the next release (since I mainly based completions on the latest commit). Feel free to review it to ensure it works properly.

Note that this isn't a replacement for auto-generated completions but can be an alternative or a foundation for such a purpose.
