Much more customizeable bash scripts. Thanks @msporny and @kimdhamilton!
Also make publishing.cfg paths match in scripts

I've brought these over wholesale from their various incarnations in the https://github.com/w3c-ccg/meetings/ repo.
Some of these things may be better moved up into the JS and made usable from a single command line tool, but for now this at least brings typical usage scenarios and setups into this repo.
Thoughts welcome!
