add cmdline option to disable workspace re-numbering

Here's an attempt at adding an option to disable workspace re-numbering as requested in #14. Just pass --norenumber_workspaces to the script at startup.

@benbc7, @sjclayton, can you try this out and see if it works for you?

I am testing this version of the script.

I am using the following:

• i3wm
• polybar

For the moment, everything looks fine!
