Need sections on setting up common IDEs

Mostly I keep using the same repository and Eclipse project. But every time I need a fresh start, I have to work it out from scratch (or scribbled notes if I find them). It would help new contributors if we had these notes in the Dev Guide. See: https://github.com/jython/devguide/blob/master/setup_jy.rst#editors-and-tools

We have out-of-date information on the Wiki that we could draw on.
