Updating language + example of
rightsdeclarationas per SAA-SDT/EAD3#521.Since this represents the first non-content change to a tag library, I drafted policy around what I termed "Editorial versions" - changes to the language of a tag library that do not impact its standard/implementation. These will merit discussion with the rest of the Documentation subteam.
