I'll just keep this open as draft for now so you can use it as a reference to see how I got to the final version while reviewing the other PR.
This is phase 1 of setting up CircleCI builds for all the repos in
kedro-plugins. With this setup all required steps will be built for every repo. In the following PR (phase 2), I will change the setup to make sure that only the builds run for the repo parts that have changed.
