Changes

Enable built-in IPv6 support in x86_64 and ARM64 guest kernels. Retains the IPv4 TPROXY and policy-routing support from kernel 3.1. RISC-V configuration is unchanged.

This enables the IPv6 protocol stack and sysctls; it does not enable IPv6 TPROXY, IPv6 policy routing, or browser/provider IPv6 proxying.

Verified both packaged .config files have CONFIG_IPV6=y and retain the required IPv4 TPROXY, policy-routing, namespace and veth options. Header archive SHA-256 digests match the published assets. Actual guest boot and IPv6 runtime tests have not been run for this version.
