Tested with game 0.104.0.

A gear on the title bar opens settings for scale, opacity, background, colors, cooldown bars, and lock. Scale grows from the top-left of each open window. Windows and tooltips stay on the screen, and you can drag a window from the title or from the damage and DPS numbers.

Unzip into your AddOns folder, so the path ends in AddOns/AZSSpellMeter/AZSSpellMeter.toc. Relog.
