Fixed

• number_chars/2 and number_codes/2 reject 0'' and an unterminated octal
  escape such as 0'\0 with syntax_error(illegal_number) in both modes, including
  when the number argument is bound. Source reading applies the same rules: a quote
  after 0' must be doubled or escaped, and zero-prefixed octal escapes require their
  closing backslash in character-code literals and quoted text. Valid 0''', 0'\',
  and 0'\0\ spellings remain accepted.
