v0.21.0

This release adds official Python 3.14 support and testing, including optional
classifiers, with NumPy 2 compatibility on older supported Python versions.
It also fixes parallel LibSVM prediction for Python 3.14, updates dependencies
for security, and improves CI reliability.

  to be pickled with Python 3.14's multiprocessing start method.
• Updated vulnerable locked dependencies to patched releases and raised the
  pytest and IPython minimums to exclude vulnerable releases.
• Updated coverage's minimum version for Python 3.14 support.
• Used Amazon ECR Public's mirror of Docker's official Python images in CI to
  avoid Docker Hub's unauthenticated pull rate limit.
